The process worked well when finance billed city services bi-monthly, but does not work with monthly billing. The municipal code includes language that states bills become delinquent thirty days after presentation if not paid. In order to implement this, we need to change the due date to the 28th of each month to allow sufficient time to record payments and penalties before the next month's bill is mailed.
